All buses and trams have numbers apart from the licence plates.

2003 is the unique id of the tram pictured above. Combinos have ids in the range 2001-2040. They don’t need number plates, since they have a fixed path, this is enough to identify any of them. Same applies to the red buses (I don’t know their name in English), that’s why they only have a number on their front, and no number plates.
Exactly, these Combino Supras has the traffic ID from 2000-2035. This means, this was the third tram to be delivered to Budapest.
Sidenote: It would have made a very nice photo when on New Year’s Eve 2007, when crossing the double tracks, on the nearer one passed no. 2007 and instantly on the other one came the no. 2008. :)
