Looks like an anti terrorist blockade to stop car bombs.
I was thinking the same as Jim. The poles are so evenly spaced and look like they surround a park or perhaps the yard in front of the city hall building.
Its a nice bright shot.
Well, gosh, I wouldn’t even have gone there until I read Jim and photo’s comments, but they are dead on. At first I’m trying to think what were they protecting…the plants? Not likely. Geeeze
is it some memorial stuff? each pole is to commemorate someone?

The poles are right in front of the US Embassy. And yes…Jim is right they are against car bombs! Congratulation!:)
